In the second half of January 2016, the Czech Republic released a notification on the Draft government regulation amending Government Regulation No 163/2002, laying down technical requirements for selected construction products. Proposed date of adoption: June 2016. Proposed date of entry into force: July 2016 (Annex 1 and Annex 2 – January 2017). Final date for comments: March 22, 2016.

In late January 2016, the European Union released a notification on the Draft Commission Implementing Decision laying down the procedure for the establishment and operation of an independent advisory panel assisting Member States and the Commission in determining whether tobacco products have a characterising flavour. Proposed date of adoption: 2nd quarter 2016. Proposed date of entry into force: The provisions shall enter into force after adoption. Final date for comments: March 27, 2016.

In early January 2016, the European Union informed the WTO on the Draft Commission Regulation amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products. Proposed date of adoption: 1st/2nd quarter 2016. Proposed date of entry into force: 20 days from publication in the Official Journal of the EU. There is a transition period of 6 months following entry into force of the regulation. Final date for comments: March 4, 2016.

In the first half of January 2016, the Republic of Korea (South Korea) released a notification on Proposed Amendments to the Standards and Specifications for Foods. Proposed date of adoption and proposed date of publication: to be determined. Final date for comments: March 13, 2016.

In early January 2016, the Russian Federation released a notification on a temporary ban on swine imports from Ukraine (from 1 January 2016) due to the worsening of episodic situation with the African swine fever virus.

In early January 2016, the European Union informed the WTO on the Draft Commission Implementing Decision on technical standards for the refill mechanism of electronic cigarettes. Proposed date of adoption: 2nd quarter 2016. The provisions shall enter into force immediately after adoption. Final date for comments: March 2, 2016.The Directive will need to be transposed into national legislation by 20 May 2016.

In mid-December 2015, the European Union released a notification on amendments to Regulation (EC) No 396/2005 of the European Parliament and of the Council as regards maximum residue levels for five chemical substances in certain products of plant and animal origin. Proposed date of adoption: February 2016. Proposed date of publication: June 2016. Proposed date of entry into force: Six months from date of publication. Final date for comments: 12 February 2016.

In the first half of December 2015, the European Union released a notification on the Draft Commission Decision on the identification of bis (2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP), benzyl butyl phthalate (BBP) and diisobutyl phthalate (DIBP) as substances of very high concern according to Article 57(f) of Regulation (EC) No 1907/2006 of the European Parliament and of the Council. Proposed date of adoption: March 2016. Proposed date of entry into force: 3 days after publication in the Official Journal of the European Union. Final date for comments: February 9, 2016.

In the second half of December 2015, Hungary informed the WTO on the expected changes to the Government Decree on the amendment of Government Decree No. 39/2013 (of 14 February 2013) on the manufacture, placement on the market and control of tobacco products, combined warnings and the detailed rules for the application of the health-protection fine. Proposed date of adoption: After March 22, 2016. Proposed date of entry into force: May 20, 2016. Final date for comments: March 22, 2016.
